PROBLEM TO BE SOLVED: To provide an RNC (Radio Network Controller) capable of accurately grasping the number of terminals which are going to receive the data of an MBMS (Multimedia Broadcast Multicast Service) service even when the wireless terminals move between the RNCs. SOLUTION: When the wireless terminal 20 moves between the RNCs in a period after the wireless terminal 20 joins the MBMS service (subscription to the service) until the terminal actually receives the service data, the wireless terminal 20 informs a movement destination RNC 5 about identification information of specifying at least a movement source RNC 4 (step S11). Then the movement destination RNC 5 informs the RNC 4 specified by the notified identification information that the UE (user equipment) has left the cell (step S13). Thus, both the movement source and movement destination RNCs 4, 5 can accurately grasp the number of wireless terminals receiving the service and accurately decide whether the PtP (Point to Point) system or the PtM (Point to Multipoint) system is to be adopted.
