PROBLEM TO BE SOLVED: To obtain a hair dye composition having an excellent decoloring power, capable of dying color tone of the hair into a brilliant and good hue and low in irritating smell, and low in stimulation to the scalp and damage to the hair. SOLUTION: This hair dye composition is used by mixing a first agent containing an alkaline agent with a second agent containing an oxidizing agent in use, and comprises (A) 3-40 wt.% organic solvent having log P of 0.3-6 at 25°C and≤200 molecular weight, (B) 0.1-20 wt.% polyoxyalkylene compound (except polypropylene glycol), (C) 20-70 wt.% water, (D) 0.1-10 wt.% alkaline agent, (E) 0.1-12 wt.% oxidizing agent and (F)≤8 wt.% organic solvent having log P of <0.3 at 25°C, and contains no ammonia and has pH7.5 to pH12.
