PROBLEM TO BE SOLVED: To provide a radio controller capable of multicast-distributing MBMS data without the need for UE to transit to a CELL_DCH state or a CELL_FACH state. SOLUTION: A buffer 15 applies buffering to the MBMS data from a BMSC received via a host device side interface section 14 and an MBMS data management section 16 divides the buffered MBMS data into data whose size can be transmitted/received between a Node B and the UE and decides MBMS data distribution schedule information. A schedule notice section 17 informs the UE about the distribution schedule information through a PCH in a form of a paging message or a notice channel via a Node B interface section 11.
