PROBLEM TO BE SOLVED: To provide a driving mechanism for an on-vehicle fuel pump capable of adjusting fuel delivery quantity without providing a spill valve. SOLUTION: A high pressure pump 1 is provided with a plunger 21 driven by a rotating cam 40 provided on an intake cam shaft 24 of an internal combustion engine and a cylinder 26 on which the plunger 21 slides. The high pressure pump 1 is provided with a first check valve 38 allowing fuel to only flow in the cylinder 26 and a second check valve 39 allowing fuel to only discharge from the cylinder 26.
