PURPOSE: Provided is a pallet-type asphalt modifier with high durability, good storage and easy conveyance for the production of plant-mixing type asphalt. CONSTITUTION: The asphalt modifier comprises the components of: 40-70wt.% of styrene-butadiene-styrene in linear block copolymers with 70,000-200,000 of molecular weight and 1000-4500cps of viscosity; 5-15wt.% of epoxy resin with 70-110deg.C of softening point for increase of durability; 5-20wt.% of low-temperature fluidity improver; 5-20wt.% of adhesion provider such as rosin-based resin(esterified resin) or synthetic resin(petroleum resin); 0.1-1.0wt.% of UV absorbent; 0.1-2.0wt.% of anti-aging agent. The asphalt mixture having good drainage is prepared by plant-mixing 94-96wt.% of aggregate, 4-5wt.% of asphalt and 0.1-1wt.% of asphalt modifier at 170deg.C, wherein the aggregate contains 100% of passage through a 19mm sieve, 85-100% of passage through a 13mm sieve, 11-40% of passage through a 5mm sieve, 7-20% of passage through a 2.5mm sieve, 4-15% of passage through a 0.6mm sieve, 3-10% of passage through a 0.15mm sieve, and 1-7% of passage through a 0.0075mm sieve.
