A water miscible composition consisting essentially of a solvating surfactan t selected from the group consisting of an alkoxylated castor oil, an alkoxylated hydrogenated castor oil and an alkoxylated rosin, and a biocidal biologically active material dissolved in said solvating surfactant useful to prepare aqueous microemulsions, micellar solutions or molecular solutions of said biocidal biologically active material upon mixing with water.
