PURPOSE: A rotary cutter and a method for manufacturing a fabric product using a rotary cutter are provided to form piles on both sides of a fabric product by performing half-cutting for both sides of the fabric product. CONSTITUTION: An edge(42a) of a first cutter edge(42) faces a receiving surface(52a) of a second receiving part(52) while a contact face of a first roll are pressurized onto an outer face(32a) of a second roll. An edge(53a) of a second cutter edge(53) faces a receiving surface(43a) of a first receiving part(43). If a work(WA) is fitted in a first rib(41) and a second rib(51), fabric webs(Wb) at both sides of a base sheet(Wa) are cut by the cutter edges. Thus, piles having a dust-collecting effect are formed.
