PURPOSE: A torque controlling brake is provided to effectively remove dynamic strain applied on parts carrying freights without reducing braking power and to exactly secure the opening of the brake. CONSTITUTION: A torque controlling brake(1) installed between a driving shaft(4) and a driven shaft(7) is composed of brake disc/clutch disc mechanisms having first and second discs(9,10) arranged between the shafts; first and second frictional surface device sets(12,14) interlocking with the brake disc/clutch disc mechanisms; spring mechanisms(15,16) for supplying braking engagement by the disc mechanisms and the frictional surface devices; and first and second cam units(5,6) for changing each shaft position between the disc and the frictional surface device by the torque and rotational shock of the driving shaft and the reverse torque of the driven shaft to separate at least a portion of the braking engagement against force generated by the spring mechanisms. The second disc is installed to move axially for the second cam unit. A third frictional surface device set(19) for moving the torque from the driving shaft to the driven shaft is mounted between the second cam unit and the first disc.
