PURPOSE: An apparatus for assigning a channel element and a method therefor are provided to prevent an overload of a specific channel card or DSP by equally assigning channel elements in consideration of a load of a channel card and DSP. CONSTITUTION: A base station defines the number of channel cards and the number of DSPs(Digital Signal Processors) to be assigned with a channel element(500). The base station judges whether assignment for the channel element is requested(502). If so, the base station searches for a channel card to be assigned with the channel element(504). The base station grasps the number of the channel cards having the minimum load(506). If the number of the channel cards is one, the base station selects the searched channel card(508). If the number of the channel cards is more than two, the base station selects one of the searched channel cards(510). The base station decides the DSP to be assigned with the channel element(512). The base station grasps the number of the DSPs having the minimum load(514). If the number of the DSP is one, the base station selects the searched DSP(516). If the number of the DSPs is more than two, the base station selects one of the DSPs(518). The base station assigns the channel element to the selected channel card and the DSP(520).
