PURPOSE: A circuit for controlling a program counter is provided to execute a reset operation stably by outputting a preset program counter value as detecting an unstable reset voltage. CONSTITUTION: A voltage level detector(31) outputs a voltage detection signal by detecting a level of the reset voltage. A timer/counter(32) outputs a counting signal of a high level by receiving an output signal of the voltage level detector after counting. A program counter controller(33) outputs a program counter control signal by receiving the output signal of the timer/counter(32). A program counter memory(34) stores a preset address signal by receiving the program counter control signal of the program counter controller. The program counter outputs a final address signal to an internal address bus by receiving the program counter control signal of the program counter controller(33) and the address signal stored in the program counter memory(34).
