PROBLEM TO BE SOLVED: To provide a heat roller that has the capability to pass paper with a high print rate when images are formed, a method for manufacture of the heat roller, and an image forming apparatus that has a fixing unit including the heat roller. SOLUTION: The surface layer 21a of a heat roller 21 is formed in such a manner that dust and sticking matter on the surface of a metal core are cleared away, the surface of the metal core is uniformly coated with 5 to 10μm primer and then dried, the thus obtained primer surface is coated with PTFE or fluororesin containing PTFE and then baked, thereby forming it as a top layer. The external surface of the heat roller 21 is ground by substantially 1μm or less roughness, and thereafter the thus obtained surface is re-baked at a temperature equal to or higher than the melting point of a PTFE resin or fluororesin containing PTFE.
