PROBLEM TO BE SOLVED: To provide a paper handling device capable of cutting a bundle of paper sheets without slippage at cutting a thick bundle of paper sheets. SOLUTION: Cutting operation is performed by moving a slide unit 400 over a distance beyond a cutting object from a position of a cutter HP sensor 416 after the bundle of paper sheets is conveyed to a predetermined position and stops. At this time, it moves at a speed V1 up to the vicinity of the bundle of paper sheets, then moves at a speed V2 in a fixed section, and then moves at a speed V3 up to the vicinity of an end face of the bundle of paper sheets on the opposite side. After that, it moves at a speed V4 in a fixed section, then moves at a speed V1 at predetermined distance, and stops. When the bundle of paper sheets is conveyed outside the slide unit, the slide unit 400 moves at a speed V5 to the position of the cutter HP sensor 416.
