PROBLEM TO BE SOLVED: To provide cleaning water capable of removing a sticky oil stain while utilizing the excellent characteristics of electrolytically reduced water by overcoming a disadvantage of the electrolytically reduced water that the cleaning effect on the oil stain is weaker than that of a synthetic detergent using a surfactant although the electrolytically reduced water generated by electrolysis has excellent characteristics as colorless, odorless, harmless and environment-friendly cleaning/sanitizing water which contains no surfactant, oils or an alcohol. SOLUTION: Cleaning water is provided by selecting sodium sesqui-carbonate which exhibits a cleaning effect out of substances which are not surfactant but have been used and friendly to human bodies and environment, and mixing it with electrolytically reduced water.
