PROBLEM TO BE SOLVED: To provide a low-cost thermostatic device which heats a body to be heated with warm water, and can precisely maintain a prescribed water level. SOLUTION: The device is equipped with a water tank 2 for storing water 3, pipes 18 and 26 and a circulation pump 21 for circulating the water 3, a heater 23 for heating the water in the pipes 18 and 26, a cooling pump 25 for supplying a cooling water 14 into the water tank 2, and a drain tool 11 arranged in the water tank 2. The drain tool 11 is constituted so as to manually adjust the water level in the water tank 2. It is desirable to provide a drain part for draining the water in the water tank to outside of the water tank. The drain tool is equipped with a handle, an inner cylinder and an outer cylinder. When the handle is operated in one direction, the inner cylinder moves downward in the outer cylinder, and the water in the water tank passes through the inside of the inner cylinder, the hole of the outer cylinder and the drain part from the upper face end of the inner cylinder, and is drained.
