PROBLEM TO BE SOLVED: To provide a fixing roller that further improves the smoothness of the contact part of a fixing unit with a separation claw and prolongs the service life and to provide an apparatus and method for producing the fixing roller. SOLUTION: The fixing roller B is used for an image forming apparatus. A portion D of a releasable resin layer 3 formed on the core metal 1 of the fixing roller B is improved in surface roughness and smoothness including an undulation than the other portions.
