<P>PROBLEM TO BE SOLVED: To provide a flat cable covering material and a flat cable with little load to environment and having an insulating characteristic and incombustibility. <P>SOLUTION: A thermal adhesion layer 15 is provided in one face of a base material film 11, and an inorganic oxide layer 35 is provided in the other face of the film. The inorganic oxides are tin oxide, aluminum oxide, oxidation silicon and SiO<SB>x</SB>C<SB>y</SB>where x=0.1-1.95 and y=0.1-2.0.
