PROBLEM TO BE SOLVED: To solve a problem wherein an original CM blinks during broadcasting of a displaced CM part of a live program when OA data for re-broadcasting are produced by copying (applying) the actually past broadcasted data to another time zone, since the displaced CM part has been copied as real time data. SOLUTION: Even differently classified from usual untimely data, a section of synchronous untimely data is specified as "S" by 00:00:00 as a broadcasting time in the same way as the untimely data and not broadcasted until a TAKE instruction is received. The synchronous untimely data are subjected to a new real-time process at the re-broadcasting inclusion. The data are obtained (step 5-1), whether it is the real time data is determined (step 5-2), whether it is a data END is determined (step 5-3), and a broadcasting time which should be decided is calculated when it is not the data END (step 5-4).
