<P>PROBLEM TO BE SOLVED: To effectively use invalidated off-control light. <P>SOLUTION: The off-control light L5 going downward (or upward) with respect to a low beam can be overlapped on a light distribution pattern LP for a dipped beam and radiated to a road surface or the like by an off-control light irradiation device 8.
