<P>PROBLEM TO BE SOLVED: To provide single-ply toilet paper that is excellent in thickness feeling and absorption performance, and that can be manufactured at low cost. <P>SOLUTION: Paper is made without conducting a through air drying process. The basis weight of the paper is set to 25-35 g/m<SP>2</SP>, and paper thickness to 170-350 μm, as measured according to JIS P 8124 under conditions specified in JIS P 8111.
