PROBLEM TO BE SOLVED: To optically couple an optical changeover means which is on standby in a short period of time. SOLUTION: The optical path changeover controller is provided with optical path changeover means 51 to 57 and 61 to 67 which change over the optical path of optical communication light emitted from input optical fibers 31 to 37 and make the light incident on output optical fibers 41 to 47 on the basis of an optical path changeover and driving control signal, and optical path changeover driving means 21 to 27 and 91 to 97 which detect deviations of the optical path changeover means 51 to 57 and 61 to 67 and form the optical path changeover and driving control signal which drives and controls the optical path changeover means 51 to 57 and 61 to 67 on the basis of the detected deviation, the optical path changeover driving means 21 to 27 and 91 to 97 set the deviation of the optical path changeover means which are on standby and not used for an optical communication and standing by into an average value of a total deviations of the optical path changeover means which are used in the optical communication.
