PROBLEM TO BE SOLVED: To provide a shield machine for constructing a deformed cross-sectional shield while securing stability of a working face and the advancing direction of the shield machine. SOLUTION: This shield machine 1 having, for example, two rocking cutters 3 so as to sandwich a rotary board 2 is manufactured. The rocking cutters 3 are bent in a boomerang shape so as to have two wing parts 30, and are rocked by expanding operation of a jack 31 with a journal part 32 as the center. While mutually rocking the two rocking cutters 3 in the opposite direction, the shield machine 1 is advanced by rotating the rotary board 2. An unexcavated part 6 is excavated by an expandable cutter 22, and a filling material 41 is filled in an excessively excavated part 7, and while securing a planning excavation cross-sectional line 5, a deformed cross-sectional shield tunnel can be constructed.
