PROBLEM TO BE SOLVED: To provide a network participation authentication system that has a function capable of executing authentication without the preparation of an authentication server and without the preparation of users' personal information. SOLUTION: Participation request information transmitting means of a participant terminal transmit participation request information, participation right determination asking means of an authenticator terminal receive the participation request information to ask an authenticator to determine whether or not to admit the participation of the participant terminal, and authentication information transmitting means of the authenticator terminal transmit participation right information indicating admitted or unadmitted participation to the participant terminal according to the determination of the authenticator. Participation determination rule storing means of the participant terminal store participation determination rules, and participation right determining means of the participant terminal determine whether or not to establish an information-shared connection to the authenticator terminal according to the participation right information and the participation determination rules.
