PROBLEM TO BE SOLVED: To provide a portable recording and reproducing device such as a notebook-sized DVR (digital video recorder). SOLUTION: In this portable recording and reproducing device such as a DVR provided with a means for storing and controlling video and audio signals in a housing, a front panel switch part is disposed on a portion of a top face of the housing, a display panel is connected to a part of the top face of the housing by a hinge holder so as to be able to open and close with respect to the front panel switch part, and an inputting/outputting part for audio and video signals are extendedly provided on a rear face of the housing.
