PROBLEM TO BE SOLVED: To provide a transfer device and a transfer system capable of transferring articles without generating a rattle and allowing easy adjustment of operation timing and position of each of mechanisms, and reduced in the number of parts items. SOLUTION: This transfer device is provided with a counter member 6 extended in the article E2 carrying direction, a moving member 7 arranged adjacent to the counter member 6, and an eccentric member 27 to be driven for rotation around a rotary driving shaft crossing the counter member 6. The eccentric member 27 and the moving member 7 are connected to each other freely to rotate at a position displaced from the rotary driving shaft so that the moving member 7 moves in a circular movement without changing attitude thereof around the rotary driving shaft with the rotation of the eccentric member 27. With this circular movement, the article E2 moves forward in the condition that the article E2 is supported by the moving member 7, and stops when it is placed on the counter member 6.
