PROBLEM TO BE SOLVED: To provide a voice-adjusting device and a voice-adjusting method with which an output level of a voice signal does not become large, when the voice signal level goes rapidly into a high level from a silent state. SOLUTION: The device comprises a peak detection part 111, which carries out peak detection processing corresponding to the voice signal S21 with a predetermined timing and with a predetermined period, and outputs a peak detection signal S111, that makes an average level of the voice signal S21 higher than a predetermined level during a predetermined period, according to a predetermined timing indication signal t; an average value detection part 112 which creates an average value signal S112 of average values higher than a predetermined level, based on the peak detection signal S111 during a predetermined period, carries out average value detection processing, based on the voice signal S21, after the predetermined period, and generates an average value signal S112; a level calculating part 12 which generates a strength signal S12, based on the average value signal S112; and an output processing part 13 which amplifies the voice signal S21, based on the strength signal S12 and generates a voice signal S13.
