摘要 PROBLEM TO BE SOLVED: To prevent the deterioration of the accuracy of the determination of transmission parameters, without using a high-performance processing device. SOLUTION: A TPC (Transmit Power Control) summation part 301 sums TPC commands for DL (Down Link) other than CQI (Channel Quality of Indicator) generating zone in a communication terminal device. A CQI correction part 302 corrects CQI signals, sent from the communication terminal device, based on a summation value of the TPC command. A transmission end deciding part 303 selects a communication terminal device which becomes a candidate for sending a packet by the control signal for packet transmission, and decides on the transmission end device, based on a corrected CQI, which is a CQI signal sent from the selected communication terminal device. A MCS (Modulation and Coding Scheme) deciding part 304 carries out MCS selection of the transmission end device, based on the corrected CQI, which is the CQI sent next of the CQI used in the transmission end deciding part 303 out of the transmitted CQI signals from the transmission end device decided by the transmission end deciding part 303.
