PROBLEM TO BE SOLVED: To clear up confidentiality of stored confidential documents, and to prevent falsification or an outflow of an original document to the outside.

SOLUTION: This documentation management device (server) 100 storing and managing the plurality of documents converts the original document not original document data (the original document) stored in a data storage area but original document into image data in response to an acquisition request of document data from a client 101 (102), and generates and transmits a document image with a watermark attached with the watermark.
