<P>PROBLEM TO BE SOLVED: To execute a processing relating to the recording and display of use history information of an IC card more excellently and more securely. <P>SOLUTION: A CPU shifts from an off mode 261 to a polling mode 262 by activating an application, controls a reader device, and detects an approached non-contact IC card. The CPU shifts to a balance display mode 263 and performs prescribed time display of balance information of the non-contact IC mode. Then, on the basis of a user's instruction, the CPU shifts to a history display/saving mode 264, displays the history information and saves it in a database. Also, in the polling mode 261, the CPU shifts to a history deletion mode 265 on the basis of the user's instruction, and deletes the history information in the database.
