<p><P>PROBLEM TO BE SOLVED: To prevent the snow damage of a solar panel in a snowfall area, particularly snow staying on the solar panel, and to reduce wind pressure action. <P>SOLUTION: Solar cells are arranged with clearances in a suitable part, and at least one end of a frame body is supported in a vertically movable manner through an arm member. In some cases, a clearance is provided between an upper stage side lateral row and a lower stage side lateral row of the solar cells, and the clearance provided between the upper stage side lateral row and the lower stage side lateral row is constituted to have a vertically separated part.
