The organization method has a radio network controller for radio access control between at least one base station and a subscriber station used for determining the configuration condition (IDLE, CONNECTED) of a subscriber for reception of useful information (MULTICAST INFO), dependent on one or more service, service priority and/or subscriber station characteristic parameters. An Independent claim for a device for radio access control between at least one base station and subscriber stations in a radio communications system is also included.
