<p><P>PROBLEM TO BE SOLVED: To suppress theft without any special operation of a user. <P>SOLUTION: Vehicle information is recorded in a recording unit 22 of an electronic plate 21, and the same vehicle information is recorded in a recording means 4 of an on-vehicle device unit 1 provided on an on-vehicle device. When the on-vehicle device is started, vehicle information is received from the electronic number plate 21, and compared with vehicle information A' of the recording means 4 by a comparison means 5. If the on-vehicle device encounters a theft, and vehicle information cannot be acquired from the electronic number plate 21, or if the on-vehicle device is stolen and mounted on another vehicle and different vehicle information is received, the result of comparison by the comparison means 5 is not agreed, and an operation prohibiting means 6 transmits the operation prohibition command B to a control means 7.
