<p><P>PROBLEM TO BE SOLVED: To collectively produce various documents which will be required afterward with an application as a turning point, in an electronic local government system which accepts various applications from residents via a network. <P>SOLUTION: If an application acceptance part 301a accepts a certain application, a document production/deletion propriety deciding part 301c decides whether a document is present which ought to be produced or deleted with the applications as a turning point. A document which should be produced is, for instance, the registration for a birth and a still birth, when registration of pregnancy is accepted. A document which should be deleted is, for instance, registration of still birth, when registration of a birth is accepted. The produced document is stored in a Web server, as a homepage. Although the application documents as above and the notification of medical examination of newborns become the object of production/deletion. These documents are once stored in an electronic mail storage part 301g, after the date and hour of transmission are decided by a transmission date and hour decision part 301h.
