PROBLEM TO BE SOLVED: To judge the quality of a secondary battery even if a power supply that hardly generates ripples is used. SOLUTION: A resistor R1, a capacitor C1, and a relay RL1 are provided, and a switching point (a) and a switching point (b) of the relay RL1 are switched alternately, thus forcibly generating ripples in two groups of secondary batteries E<SB>1</SB>-E<SB>n</SB>, inputting the terminal voltage of each secondary battery, where ripples are generated, to a ripple detection section DET1, and judging the quality of the secondary batteries E<SB>1</SB>-E<SB>n</SB>by the ripple detection section DET1.
