PROBLEM TO BE SOLVED: To provide an optical film which exhibits an optical characteristic, a heat resistance, tight contacting/adhesiveness with other material and so forth of characteristic of norbornene resin, has high toughness, exhibits a slight amount of deformation due to water absorption, has an appropriate anisotropy of refractive index, is easily oriented by extension, can be provided with large and uniform retardation by extension, has the controlled retardation and controlled wavelength dependency thereof, can be provided with a light diffusion function and has the satisfactory handleability upon the working or in the use, and to provide a manufacture method of the optical film and an application product of the optical film. SOLUTION: The optical film is made of the thermoplastic norbornene resin which has a specified structural unit (a) and a structural unit (b) represented by general formulas (2-1)-(2-3) in the proportion expressed in terms of mole of 30:70-90:10. In the general formulas (2-1)-(2-3), X2-X4is ethylene group or vinylene group and R5-R17is a hydrocarbon group or polar group which contains or do not contain H, halogen, O, N, S or Si, has a binding group or has no binding group, is substituted or non-substituted and has carbon atom number of 1-30.
