PROBLEM TO BE SOLVED: To provide surface-modified silica powder which has a large electric charge amount and has high hydrophobicity, and with which excellent image properties can be obtained when added to a toner in its use. SOLUTION: The fluorine-containing surface-modified silica powder is obtained by performing hydrophobization treatment jointly using a fluorine-containing silane compound A and a fluorine-free silane compound B. The total content of the silane compounds A and B is 10 to 35 pts.wt. to 100 pts.wt. of the silica powder. Also, the surface treatment is performed under the condition where the content of the silane compound A is controlled to≤1/2 (2A≤B) to the content of the silane compound B.
