PROBLEM TO BE SOLVED: To provide a cylindrical film cutting mechanism capable of prolonging the service life of a cutting blade. SOLUTION: The cylindrical film cutting mechanism comprises a first rotating body 32 rotatably supported so as to surround a mandrel 10, a first gear 32a fitted to the first rotating body 32, a second rotating body 33 rotatably supported by the first rotating body 32, a cutting blade 34 turnably supported by the second rotating body 33, a second gear 35 fitted to a rotary shaft 34a to turnably support the cutting blade 34 and engaged with the first gear 32a, a drive motor 36 to rotate the second rotating body 33 at a predetermined speed, a coil spring 37 to connect the first rotating body 32 and the second rotating body 33 to each other, a brake motor 38 to brake the rotation of the first rotating body 32, and a stopper 39 fitted to the second rotating body 33 while being fitted in a long hole 32b formed in the first rotating body 32, and is disposed so that the center of rotation of the cutting blade 34 is deviated from the center of the mandrel 10.
