PROBLEM TO BE SOLVED: To provide a bag-making and packaging machine of high safety capable of suppressing defective seal caused by adhesion of powder in a commodity to a film. SOLUTION: The bag-making and packaging machine for making a bag B with a commodity C filled therein comprises a tube 31 to form a sheet-like film F into a cylinder, a pull-down belt mechanism 14 to carry a cylindrical film Fc, a transverse seal mechanism 17, and an ionized air blower 40. The transverse seal mechanism 17 performs the transverse seal of the cylindrical film Fc to manufacture a bag B with the commodity C placed therein below the tube 31.
