PROBLEM TO BE SOLVED: To provide a filling device which can easily fill a powder of which the sliding angle and the specific gravity are large like Portland cement in a container having a small opening such as a PET bottle. SOLUTION: This powder filling device is constituted of a funnel 1, a stirring blade 2, and a plate-form spatula 3. In this case, the funnel 1 houses a powder and has a discharging port 11 for discharging the powder at the center of the bottom part. The stirring blade 2 rotates along the internal surface of the funnel 1 and collects the powder to the central part by scraping it while stirring the powder. The spatula 3 is located on the extended line of the rotating axis of the stirring blade 2 and is vertically hung in the discharging port 11 of the funnel 1 from the lower center of the stirring blade 2.
