PROBLEM TO BE SOLVED: To fix an asphalt layer without restricting design of a steel cover surface. SOLUTION: This steel cover has a rust preventive coating film on a surface, and is characterized by fixing an asphalt layer 14 in the substantially uniform thickness by supplying asphalt including an aggregate 16 composed of the particle size of maximizing 50% of the thickness of the asphalt layer 14 formed on the steel cover surface 13 to the steel cover surface 13 by applying the rust preventive coating film of the steel cover surface 13 and a primer having affinity to the steel cover surface 13 for forming the asphalt layer 14 on the coating film.
