<P>PROBLEM TO BE SOLVED: To provide a circuit device capable of reducing the power consumption without using exclusive signals. <P>SOLUTION: The circuit device 1 is provided with a D flip-flop F0 for fetching data to the inside and outputting the fetched data in synchronism with pulses by the input of the pulses of clock signals CK, and a shift register 2 for processing the data outputted by the D flip-flop F0, provided with the D flip-flops F1 to F7 for fetching the data to the inside and outputting the fetched data in synchronism with the pulses by the input of the pulses of the clock signals CK.
