<P>PROBLEM TO BE SOLVED: To solve the problem that a non-magnified area is omitted at the time of recording images using an electronic zoom. <P>SOLUTION: Even in the case that a magnification processing by the electronic zoom is effective, compression encoding is performed without omitting the non-magnified area.
