<P>PROBLEM TO BE SOLVED: To provide a ball-point pen without blurs of handwriting, a state incapable of writing (writing incapability), and occurrence of the reduction of a writing touch even under the environment of high temperature or high temperature/humidity. <P>SOLUTION: Intrusion of moisture to a part coming into contact with ink inside the ball-point pen is suppressed to the utmost. The ball-point pen has a ball-point pen tip at the front end of an ink tank storing oil-base ink to which a pigment dispersant having at least a polar group is added.
