PROBLEM TO BE SOLVED: To provide a video recording/reproducing apparatus in which the recording space of a hard disk drive is more efficiently secured. SOLUTION: The video recording/reproducing apparatus includes: an input part which inputs a recording instruction for storing video data stored in an optical recording medium into a built-in recording medium; a video encoder which encodes the stored video data; a video decoder which decodes the video data encoded by the video encoder; and a main control part which controls the video encoder and the video decoder so as to respectively encode and decode the video data stored in the optical recording medium when the recording instruction is inputted via the input part, controlling the video decoder to decode the video data on the basis of an applied predetermined TV packaging system in the case of encoding and processes the decoded video data so as to be recorded in the built-in recording medium.
