PROBLEM TO BE SOLVED: To provide a program execution control method that prevents a copyright from being infringed by adequately deciding illegal use of an information recording medium. SOLUTION: In a read-in area on a track, program control information for controlling the execution of a program recorded in a program area is recorded according to start time information T1 of read-in information, recording start time information T2 of read-in information generated by additionally setting a specified difference value to the start time information T1, and the difference value between the start time information T1 and recording start time information T2; when the specified difference value is confirmed between detected and acquired start time information T1 and recording start time information T2, it is decided that the information recording medium is legal and the program in the program area is executed, but when the specified difference value is not confirmed, it is decided that the recording medium is illegal and the program in the program area is inhibited from being executed, thereby preventing copyright infringement such that a partial ROM type information recording medium such as a CD-RC and D-RW is illegally used.
