PROBLEM TO BE SOLVED: To provide a Peltier element which has the good thermal conductivity and can prevent a water molecule from invading inside, and to provide its manufacturing method. SOLUTION: In the Peltier element (2), a thermoelectric element (23) in which a plurality of n-type and p-type semiconductors (231, 232) are alternately arranged in a substantially flat plane is sandwiched between a pair of substrates (21, 22) which are faced to each other and both have an inner plane of electrode layers (211, 221). The pair of substrates further both comprise metal oxide layers (212, 222) composed of an anode oxide of a specific metal, and metal layers (213, 223) composed of the specific metal, sequentially from the electrode layer of the inner plane to an outer plane thereof.
