PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor excellent in electrophotographic properties, image stability after repeated use and wear resistance by using a coating material for a surface layer in which inorganic fine particles are reduced in particle diameter and liquid stability is maintained, and to provide a process cartridge with the electrophotographic photoreceptor, and an electrophotographic apparatus. SOLUTION: The electrophotographic photoreceptor contains inorganic fine particles having a volume average particle diameter of 0.01-5.0μm in a surface layer. Inorganic fine particles used for the surface layer are pressurized with a solvent to a high pressure, and by liquid collision under the high pressure, the inorganic fine particles are pulverized and dispersed.
