<P>PROBLEM TO BE SOLVED: To provide a three-dimensional information recording medium from which recorded information can be read by embedding positioning information that can not be erased by a user even if a recording and reproducing device is subjected to runaway or is erroneously operated by disturbance such as vibrations, and to provide a recording and reproducing device. <P>SOLUTION: A recording area 11 comprises materials 13 for position information recording and materials 12 for data recording. An absorption rate in the materials 13 for position information recording is set so as to be lower than a light absorption rate for data recording in the materials 12 for data recording. Although the materials 13 for position information recording absorbs light for embedding position information to respond, the materials 13 for position information recording is hard to absorb light for data recording of the recording and reproducing device.
