PROBLEM TO BE SOLVED: To solve the problem that there is a method of keeping divisions of a secrete key owned by a user in a plurality of organizations or systems but the secrete key can be easily recovered, without request by the user, if managers of the individual organizations or systems collude with each other, when wishing to recover the secrete key. SOLUTION: A secrete key is generated from fingerprint information of a user and random numbers. To recover the secrete key, a part of the fingerprint information and the random numbers are registered in a system. Required information for recovering the secrete key are divided into the fingerprint information of the user and the information registered in the key recovery system, and the key can be recovered only when the user presents the fingerprint information to the key recovery system. A part of required information for recovering the secrete key exist only in the fingerprint information of the user.
