<p><P>PROBLEM TO BE SOLVED: To provide a communication method capable of realizing high communication quality at all times even under a multimedia communication environment. <P>SOLUTION: In the communication method disclosed herein, a maximum transmission speed is informed to a low speed communication user when receiving a request of communication permission from a terminal of the user making low speed transmission (low speed communication user), traffic control in units of frames is applied to a high speed communication user when receiving a request of communication permission from the terminal of the user making high speed packet transmission (high speed communication user), and traffic is accommodated within a prescribed reference range on the other hand.
