PROBLEM TO BE SOLVED: To detect moving amount of an image by a simple method, in short processing time and with less energy consumption.

SOLUTION: A packet length reading means 12 decodes packet length information of a payload part described in a header part of a code string formed by performing compression coding of a moving image. In this case, data to be used for decoding is the sum of orthogonal transformation coefficient values, namely, code quantity and is not the orthogonal transformation coefficients themselves. A difference detection means 14 calculates a difference value regarding the code quantity in an area paying attention, color components or a sub-band, etc. between the present frame and a reference frame included in the code string.
